Marine Nalbandyan Public Health Expert Dr. Marine Nalbandyan is an Expert at the National Assembly's Standing Committee of Health, Maternity, and Childhood. In this position Marine reviews and analyzes international health regulations; prepares draft laws proposed by the Government and members of Parliament; and conducts meetings with public health leaders, medical professionals, and representatives of international organizations. Marine is also responsible for analyzing the current state of Armenia's health care system and future trends. She works to identify the weaknesses of the system and actively engages in continuously improving the quality of Armenia's health care system through carefully reviewed suggestions. Nelli Darbinyan Public Health Expert In her position as an Expert on Health, Maternity and Childcare Issues, Nellie Darbinyan is actively involved in consulting on healthcare related project proposals and legislative acts. Nelli also analyzes newly developed
or amended governmental decrees, technical standards, regulations or laws developed by the Ministry of Health and other entities working in the field of healthcare. She is actively involved in a wide-range of other policy and
legislative areas that touch upon virtually all aspects related to the health and well-being of Armenian society. Susanna Karakhanyan Head of the Policy Development and Implementation Unit Deputy Director In her role as Deputy Director, USG alumna Susanna Karakhanyan will work to guide educational reforms implementation successfully. Moreover, she hopes to affect behavior changes in direct implementers during the reforms process to ensure long-term success. As a Muskie alumna with a Masters in Education from University of Pennsylvania, she plans to use her work and education experience specifically in the fields of entrepreneurship in education, policymaking, educational leadership, educational administration, and quantitative/qualitative research skills to further promote change in higher education. Elina Stepanyan Chairman Assistant Yerevan State University of Economics, USG alumnus Elina Stepanyan is providing assistance at the newly established UNESCO chair of Educational Management by supporting the Chair-holder and foreign lecturers. Specifically she is responsible for assisting in the day to day organizational planning and helping the foreign lecturers who are working on educational reforms that aim to further develop Armenia's education sector. During her six month internship, Elina will also work to build bridges between administrators and students to enhance cooperation and ultimately achieve a contemporary education process. Gayane Hovhannisyan, Dr. Hab, Professor Head of the Chair of English and Communication Contemporary tendencies of globalization require a new understanding of communication and organizational management. USG alumna Gayane Hovhannisyan has developed and introduced a “Communication Studies” course for masters students, faculty and university administration. Through interactive discussions and group project presentations, attendees will develop skills in interpersonal, organizational, professional, intercultural and mass communication. Not only will this course help participants develop professionally, but it will teach key strategies in communication that will help colleagues and students identify complicated situations and to avoid misunderstanding and conflict. Assistant Professor, Instructor/Lecturer (Drumming and History of Armenian Pop and Jazz Music)
During Soviet times and even after the collapse of the Soviet Union, the history of Armenian pop and jazz music was not part of the curriculum at Yerevan Komitas State Conservatory (YKSC). To fill this gap USG alumnus Armen Tutunjyan (a well known Armenian jazz and pop musician known as Chico) will introduce “The History of Armenian Pop and Jazz Music”. Through this course Chico will introduce the history of Armenian jazz and pop and present numerous Armenian composers and musicians from various generations. He hopes his practical and theoretical knowledge of the field will contribute to the development of the musical taste and abilities of his students. Anna Vardapetyan Economic Expert Anna Vardapetyan is an Economic Expert at the Analytical Research Division at the Administration of the President of the Republic of Armenia. Ms. Vardapetyan is actively involved in a wide-range of policy and legislative areas that touch upon virtually all aspects of economic life. She is mainly responsible for the examination and analysis of various documents on financial/economic issues including but not limited to economic program papers, legal amendments, drafts of related laws, and also for evaluating their overall impact on the Armenian economy. Karine Babikyan Head of Animal Origin Food Safety Department Karine Babikyan is Head of the Animal Origin Food Safety Department in the Ministry of Agriculture of the Republic of Armenia. In this position, she is the main contact for Animal Feed Legislation in Armenia and it's harmonization with EU legislation. As a head of department she analyzes newly developed or amended governmental decrees, technical standards, regulations or laws developed by other Ministers or other departments in the Ministry of Agriculture relating to animal health, food safety, and feed safety before enforcement. In addition, she is Involved in the development of technical standards as a member of “milk and dairy product” and “meat, fish, egg products” technical standard committees under the National Institute of Standards. Nerses Gevorgyan Adviser to the Minister Nerses Gevorgyan is Adviser to the Minister of Education and Science of the Republic of Armenia. In this position, Mr. Gevorgyan is the main contact for higher education reforms and for international cooperation. He actively consults on the drafting of education related project proposals and legislative acts. In addition, Mr. Gevorgyan is working on preparing recommendations and guides that will facilitate the implementation of the Bologna Process in Armenia’s higher education. He also serves as Head of the Armenian Delegation to Education Committee and Higher Education and Research Committee of the Council of Europe. Sarkis Knyazyan Intellectual Property and Business Law Expert Sarkis Knyazyan advises the Ministry of Economy and the Intellectual Property Agency on Intellectual Property and Business Law related matters and policies. Mr. Knyazyan also works with the Intellectual Property Rights Experts of the European Union's Advisory Group to Armenia on aligning Armenian Intellectual Property legislation with that of the European Union's. He also works closely with other departments of the Ministry dealing with innovation related policies. Inga Harutyunyan Head of International Cooperation Department Inga Harutyunyan heads the Department for International Cooperation of the Human Rights Defender of Armenia. She is responsible for developing cooperative relationships and project implementation with partner organizations abroad. Harutyunyan also ensures staff professional development through establishing professional linkages with institutions abroad resulting in shared best practices among human rights professionals across the globe. Khachatur Avalyan Muskie 2006-2008 Aide to the Prime Minister Mr. Khachatur Avalyan commenced his work with the Prime Minister's office in September 2008. His primary responsibility is to assess existing business plans within the private sector and provide selected projects with government support. In addition, Khachatur has recently been selected to represent the Armenian government as a member of the Board of Directors for the "South-Caucasus Railway" Joint-Stock Company. Lilia Markarova UGRAD Alumna 2001-2002 Communications Expert, Press Secretary Artyom Geghamyan Muskie Alumnus 2006 - 2007 Head of Department for the Relations with the European Court of Human Rights Mr. Geghamyan leads a Department within the Ministry of Justice that is responsible for developing the Armenian Government’s official position and representing Armenia’s interests before the European Court of Human Rights. In addition, he observes court cases brought against Armenia, maintains an official relation between the Ministry of Justice and the Council of Europe and/or Armenia’s permanent representation in the Council of Europe; and monitors the implementation and/or enforcement of the European Court’s judgments. Recently, the Minister of Justice recognized Mr. Geghamyan’s for his work in decreasing the number of applications brought against Armenia before the European Court of Human Rights. Edward Safaryan MUSKIE Alumnus 2001-2003 Expert on Program Budgeting, Accounting and Financial Department Mr. Safaryan coordinates the program budgeting process implementation and institutional capability development for the Prime Minister’s Office. He also reviews and redefines the structure of budget programs and develops and analyzes policy actions of annual budgets. In addition, Mr. Safaryan is currently working on the development of non-financial indicators for policy actions and providing extensive trainings and coaching to staff so they can independently work on developing and submitting these indicators. In his few months at the Prime Minister’s Office, Mr. Safaryan has greatly improved efficiency by introducing new software which has completely facilitated the budgeting process. Hovhannes Hovhannisyan JFDP Alumnus 2007 – 2008 Professor-Assistant Faculty of Theology, Yerevan State University Grant Dates: November 2008 - January 2009 Through the PSFP program, Mr. Hovhannisyan introduced an individually designed "Phenomenology of Religion" course within the department of Religious Studies in the Faculty of Theology at Yerevan State University. The course introduced the new trends in Phenomenology of Religion and new methodology used by different schools of Religious Studies. Narek Kosyan Muskie Alumnus 2006-2008 Evaluation Expert National Information Center for Academic Recognition and Mobility Grant Dates: October 2008 - September 2009 Mr. Kosyan is providing citizens or other interested parties information or advice on the recognition of their educational qualifications, grants, scholarship, diplomas earned abroad or in Armenia. Anush Shahverdyan Muskie Alumna 1999 – 2001 Lecturer Marianna Khachatryan Muskie Alumna 2001-2003 Advisor to the Minister Ms. Khachatryan researched and prepared detailed analysis related to various economic issues. She was also responsible for preparing reports with benchmarks and best practices to help develop different industries in sectors such as textile. Lilit Hakobyan Muskie Alumna 1998 - 2000 Visiting Lecturer Yerevan State University Grant Dates: September - December 2006 Ms. Hakobyan designed and taught "Performance Management, Evaluation, Communication, and Interpersonal Skills" for more than 280 mid and senior level civil servants. Evelina Vardanyan Muskie Alumna 2002 - 2004 Advisor to the Director National Institute of Education, Ministry of Education and Science Grant Dates: February 2007 - January 2008 As Advisor to the Director of the National Institute of Education, Ms. Vardanyan supported the coordination of all international educational programs that were actively involved in helping reform Armenia's schools and worked on developing a strategic plan for education in Armenia. Through her work, the Framework Model for Internal Quality Assurance Implementation in Higher Education Institutions was developed. In addition, Ms. Vardanyan drew much needed attention to special education reforms in Armenia that resulted in the first international conference on the topic which tackled issues such as training teachers and inclusive education. Nvard Manasian Muskie Alumna 1998 - 2000 Advisor to the Minister Ministry of Education and Science Grant Dates: March 2007 - February 2008 Ms. Manasian supported the reformation and innovation processes of higher education and science in Armenia. Specifically, she worked on the development of the vision and strategies of Armenian education from 2008 - 2016. Vahe Odabashian Muskie Alumnus 1998 - 2000 Lecturer State Engineering University of Armenia Grant Dates: September - December 2007 Mr. Odabashian introduced an individually designed "International Business" course within the department of Telecommunication Industry Economics and Management at the State Engineering University of Armenia. The course provided students with the necessary tools to understand the operations of companies involved in foreign trade and other foreign economic relations. Frunzik Voskanyan Muskie Alumnus 2002 - 2004 Visiting Lecturer Armenia State University of Economy, Gyumri Branch Grant Dates: September - December 2007 Frunzik Voskanyan designed a "Public Policy" course for the Armenia State University of Economy’s General Economics Department. The one semester course provided students with a clear understanding of governmental functions, major processes of public policy making, and skills for analyzing and evaluating public policies. Hovhannes Nahapetyan Muskie Alumnus 2005-2007 Director, National Institute of Standards Hovhannes Nahapetyan began his work at the Ministry of Economy as an Advisor to the Minister. Shortly thereafter he was promoted to the Director of the National Institute of Standards. During his tenure, he was able to fight against widespread corruption to improve Armenia’s business climate. |
